Abstract
CoCare is a patent-pending health care plan for self-insured employers, unions and governments. The plan reduces cost and improves care by getting out of the way of physicians and replacing administrative cost controls with a modified form of economic competition that is entirely self-regulating. The plan determines a unique insurance premium for each primary care physician. This premium reflects the cost of the physician's style of medicine. Because patients choose their own primary care physicians, the physician-specific premium creates a market where primary care physicians compete with each other based on price and quality. This market holds physicians accountable for the cost of the care that they prescribe and eliminates the need for expensive and burdensome administrative controls.
